REHABILITATION OF THE RAILWAY LINE THROUGH THE SECTION SOFIA-PLOVDIV

The project is for the construction of entirely new modern signaling systems in the section Septemvri – Plovdiv and Telecommunications Sofia – Plovdiv and is part of the overall project for modernization of the Sofia – Plovdiv railway line with a total length of 156 km. The modernization of the section September – Plovdiv covers a route with an approximate length of 54 km. The railway line is electrified and two-way.

New interlocking systems are being built at the following stations and adjacent interchanges: Septemvri, Pazardzhik, Ognyanovo, Stamboliyski and Todor Kableshkov.

The ERTMS (ETCS Level 1 and GSM-R) computerized station centralizations with ready-to-use interface for dispatch monitoring and control, an in-between inter-line self-locking with axle counters are built on September-Plovdiv railway line for a speed of 160-200 km / h.

In order to achieve secure voice communication and responsible data transmission in the Sofia – Plovdiv area, the following systems and facilities are built:

  • Optical connectivity between all sites;
  • SDH / PDH transmission equipment;
  • Network data transmission;
  • Dispatch Stations and voice communication systems;
  • Passenger information systems – information boards and sound clock systems;
  • GSM-R system through the whole section;
  • Centralized control and video surveillance systems.

REHABILITATION OF RAILWAY INFRASTRUCTURE IN THE RAILWAY SECTION PIRDOP – KARLOVO

  • Control of the availability between stations with axle counters type 6316LS (decentralized);
  • Replacement of the existing in the stations control panel boards ;
  • Supply and installation of new distribution frame for the cables in the relay rooms;
  • Supply and installation of new power cabinets and cupboards with batteries;

Balkantel Ltd. activities:

Designing the center’s communication system, including:

  • design of communication interfaces with individual dispatch lines;
  • project for building the dispatcher’s hall;
  • project for realization of dispatch links through VoIP solutions;
  • project for transmission of data by fiber optic cable to the railway station of NRIC;

Building the center including:

  • delivery of server equipment to ensure the functionality of the dispatcher connection;
  • video wall delivery for tracking workflows and train traffic;
  • development and delivery of interactive dispatch terminals, providing:
  • operational dispatcher links;
  • GSM connections;
  • GSM-R connections;
  • standard telecommunication links

The system is built according to the functional specifications and requirements of IRENE.

A full redundancy of connections is achieved to ensure a trouble-free operation with forecast failure – once in 25 years.

Construction and installation of 11 Boards for Remote Information via Fiber Optic Cable (BRIFOC).

Board  for Remote Information via Fiber Optic Cable (BRIFOC) is intended for:

  • submitting the supervisor on duty at the nearest station a light and sound indication of the state of the Automatic Level Crossing Device (ALCD);
  • to remotely open a crossing in the event of a malfunction or failure.

BRIFOC provides:

  • transfer the status information of the ALCD to the supervisor on duty;
  • the ability of the on-duty supervisor to open a level crossing by using a remote opening button according to the existing regulations;
  • monitoring the state of the ALCD on the readings of the distant information board;

BRIFOC functionality:

  • Combines data transmission functionality in optics and offers a graphical user interface for visualization;
  • It is micropocessor based and allows the development of new functions and interfaces for the enrichment of the information on the state of the level crossing and for creating opportunities for inclusion of additional functions and services;
  • It is mounted directly on the terminals of the line conductors from the ALCD side and the station side;
  • It does not require changes in the organization and work regulations and in the approved methodology for working with BRIFOC;
  • The system does not affect the safety of operation of the train management.

REHABILITATION OF THE RAILWAY INFRASTRUCTURE ALONG SECTION PLOVDIV-BURGAS

Project goals:

  • Rehabilitation of the railway track with a total area of almost 300 km and the related modernization of the interlocking equipment and signaling, for which Balkantel Ltd. is the official subcontractor of the winning consortium.
  • The project scope encompass design, factory acceptance tests (FAT) and delivery, constructions, civil works, setting up, test and commissioning.

Activities:

  • Works on signaling and telecommunication systems related to the renewal of the track along the inter-station sections and their extensions (the main tracks and railway point machines) to achieve the design speed of the trains – up to 160 km / h. Includes replacing of railway circuits with axle counters to remove insulating inserts on newly assembled 60-type rails and railway points. The proposed Axis Counters system provides continuous and reliable information about the state of the controlled sections and passes it to the station signaling system;
  • Replacement of the railway point machines with new devices with high technical parameters. The rehabilitation of the facilities in the repair area is accompanied by a replacement of the cable network;
  • Automatic crossing devices (ACD) have been upgraded in accordance with the requirements of the Assignor – replacement of sensors for ACD actuation with axle counters and installation of railroad traffic lights with a third white flashing light;
  • After the reconstruction and modernization of the interlocking equipment the existing level of reliability and safety of the train driving was increased and was brought into line with the European directives.

DELIVERY AND INSTALLATION OF A PANEL BOARD AT MRC – RAZMENNA STATION

In 2015 Balkantel Ltd. started work on the project „ DELIVERY AND INSTALLATION OF A PANEL BOARD AT MRC – RAZMENNA STATION“.

The purpose of the panel board is to perceive commands from the on-duty head of the movement and to indicate the state of the objects (railway points, signals, controlled sections, etc.) of a stationary route-relay centralization type H-68U in the station Razmenna.

Project activities:

  • Development of Technical documentation for the H-68U MRC panel board;
  • Production of the panel board by Balkantel Ltd.;
  • Delivery and installation of the panel board in the station;
  • Testing.

The composition of the product includes:

  • panel board;
  • a specialized work desk and a mobile document storage container.

The assigned resource, subject to the conditions for proper button operation, is: 1 000 000 “push-release” operating cycles.

The panel board meets the requirements of Art. 59, 60, 62, 63, 72, 73 and 74 of the Rules for the technical operation of the railway infrastructure of the National Railway Infrastructure Company.
