Project goals:

  • Implementation of a communication information and navigation airport infrastructure system to ensure the observation, control and maintenance of the forces providing air sovereignty of the Republic of Bulgaria (first stage);
  • Ensure secure data exchange in real time, using modern communication and information systems, both during day-to-day operations and in crisis and disaster situations.

Project Scope:

  • VHF / UHF radio network on the territory of the Republic of Bulgaria;
  • Development of the national VCCS / Voice Communication and Control System/ ;

  • National network for the needs of the Bulgarian Air Forces;

Realization of a “Turn-Key” project to modernize the Communication, Information and  Navigation Systems at  Graf Ignatievo, Krumovo and Bezmer airfields, according to the NATO and ICAO standards, 2002-2005

Balkantel has a major role in the “turn-key” execution of the following:

FRONT DESK SYSTEM AT KRUMOVO, GRAF IGNATIEVO AND BEZMER AIRFIELDS

Design, development and integration of SCADA monitoring system at the Military airfields Graf Ignatievo, Bezmer and Krumovo in real time, the so-called Front Desk;

The implementation of the project includes:

  • Upgrading the LAN hardware and MMI system to automatically visualize the state of the navigation and runway conditions;
  • Implementation of manageable video surveillance with remote control color cameras;
  • Installation and integration of remote video cameras around navigation and runway equipment, including special mechanical maintenance and protection of the equipment and its power supply;
  • Implementation of wired and wireless LAN extension to remote video surveillance;
  • Upgrades of real time devices designed to output local and world time in analogue and digital formats;
  • Implementation of a high-speed data transmission network between airfields and the management center in Sofia.

DESIGN OF MOBILE COMUNICATION VEHICLES FOR THE AIR FORCE

The system allows the creation of an appropriate Air Force CIS infrastructure to meet the requirements of the field command and management system improvement.

The system provides a unified radio field for military aviation management over the territory of the country, allowing for the exchange of all types of information:

  • meteorological information;
  • air traffic management information;
  • take-off and landing management, day and night, under all conditions ;
  • making video teleconferencing;
  • continuous ground-to-air and ground-to-ground communication;
  • communication and information support of partner troops participating in exercises on the territory of the country.

The system provides continuous and reliable management through highly resilient communication between different points, following NATO standards.

Mobile communication vehicles enhances the flexibility of CIS and the mobility of Air Force Units.

Uses of mobile communication module:

  • Ensuring in a short time the increase in the VHF/UHF radio frequency band in a certain direction (area) to provide a unified radio coverage for control over the territory of the country when executing combat duty in the NATO integrated air defence system;
  • Deployment, upon requirement, of the filed information, communication and navigation system of the Air Forces in accordance with NATO’s current requirements;
  • Communications and Information Support (CIS) of the Air Force units participating in exercises on the territory of the country by deploying field communication and information nodes (CIN) and their multi-channel connection to the stationary communication system of the Bulgarian Army, digital radio relay lines (RLL) of the Air Force and the communications networks of a National Telecommunication Operator (NTO);
  • Ensuring the independent use of the VHF / UHF Air Force radio station from the composition of the device, its remote control from a remote command center or its integration into the Air Force network of voice communications control systems (VCCS).

NMS system “UMBELLA” for centralized monitoring of main Air Force CINS | Ministry of Defense

INTEGRATED CENTRALIZED MONITORING OF AIR FORCE’S MAIN COMMUNICATION, INFORMATION AND NAVIGATION SYSTEMS (CINS)

The purpose of the Umbrella system is to centrally monitor the Air Force’s main CINS (Communication, Information and Navigation Systems) by expanding the existing CINS surveillance and management systems to a common, Integrated System for Centralized Surveillance and Management (IS-CSM) of the Air Force’s CINS, including the transmission network, the terminal multiplexing and communication equipment, and the Airborne CIS / Air Corridor ASCs to address the following main tasks:

  • Automated processing and transfer of information to assess the situation and discover technical problems in the CINS of Air Forces;
  • Automated and objectively visualize the current situation for CINS of Air Force;
  • Preparation of graphics and text documents;
  • Automate document process control related to CINS planning and management through a subsystem to serve documentary streams;
  • Automating the control and administration activities of the observed systems.

The upgrading and development of the CINS control subsystems to an integrated Umbrella system for centralized monitoring and management of the main CINS providing the VHF/UHF radio communication and communication infrastructure of the Air Force consists of building of a common IP / VPN (virtual private network)  based network that integrates the individual control and management systems into a single system allowing centralized objective control of the status of the main CINS of the Air Force, archiving and statistics processing on information about these conditions.
